How serious is my dog's newly found heart murmur?

That is about it. The vet found a heart murmur last week that was definitely not there last spring when he had some surgery under general anesthesia. She wants to do a whole cardiac work up, echo, bloods etc. as a baseline. how necessary are these tests?
